LotR Rules for EIR Romans

I've been working on a list to play skirmish games with my Early Imperial Romans.  I play LotR/Hobbit, so that seemed like a natural fit.

Round, Lord of the Rings style bases.
I made the decision right away to base this army, and the Celts, on round bases.  I am using the War of the Rings sabot bases to base them up for Hail Caesar.  Normal basing for that game would be better with unit bases.  For the rest of my units for this army, that's how I'll do it.  They will be based on 40mm x 40mm bases, now that I have enough for a LotR army.

The real question was how to stat these guys out.  I didn't want to start from scratch, so I needed to pick a faction that seemed to capture the essence of the army, then modify from there.

Naturally I thought of Gondor first.  They are pseudo-Romanesque.  Heavily armored, disciplined infantry with skirts and big shields.  The problem is that they are not dominant infantry in the way the the Roman legions were.  That made it obvious to me where to start.

Isengard is the basis for my Romans.  Expensive, so the army will be smaller.  Seems right.  Bad ass infantry that you don't want to tangle with face to face.  Check again.

I pulled out all of my unit types and gave them stats based on Uruk-Hai.  I then pointed them accordingly and added in the options as usual.  These guys are expensive, especially if fully kitted out.  They are also going to be tough nuts to crack.

Here's the units I've done so far.
If you have any ideas for this, please let me know.  I haven't had a chance to play test these yet, so I've no idea if they are fairly costed.

    1. I was thinking orcs for the Celts. I haven't done up rules for them yet, but that's where I was planning on starting. Lots of numbers, not a lot of armor. Lots of variety.
